Foard Detention Is Qualified
“Foard County detention” describes the Sheriff's arrest, booking-record, placement-coordination, and release-record function. It is not a claim that a currently operating county jail stands at a commercial directory address. The official Foard County Sheriff page names Sheriff Perry Shaw and provides contact details, but it does not identify a jail building, rated bed count, physical release gate, contract detention partner, roster, visitation schedule, or release policy.
Dated Texas Commission on Jail Standards evidence supplies needed context. The agency's incarceration-rate report listed Foard with zero rated capacity and an average daily population of three during its November 2020 through October 2021 measurement period. A separate February 1, 2021 report listed three Foard inmates housed elsewhere. Those numbers explain the records route. They are not today's occupancy, current contract, or annual release total.

Where Foard Releases Go
A closed Foard booking entry can reflect several events. A receiving jail may physically discharge the person after bond, dismissal, time served, sentence completion, or another order. Another jail, warrant agency, TDCJ, ICE, or USMS may instead assume custody. A court may authorize release before the jail completes gate processing. Only a physical discharge into the community is a community release.

The Foard County release record should identify the placement or destination agency. The receiving-jail record should show the physical exit. If those records disagree, keep the timestamps and ask each custodian to explain its own event code. A bare “released” status is less useful than the release type, authority, and destination.
Confirm a Foard County Release

A judicial order proves legal authority, but the receiving jail's discharge log proves gate processing. Together, they answer both the legal and physical questions.

Request Foard Release Records
A written Texas Public Information Act request can seek existing booking and release documents. It cannot require the Sheriff to create a new 24-hour list, calculate facts the agency does not keep, or answer a questionnaire. Address a mailed request to Foard County Sheriff, P.O. Box 309, Crowell, TX 79227. Call first for a currently accepted email or physical-delivery address.
Identify the full booked name, date of birth if known, approximate booking period, and arresting agency. Ask for the booking number and time, charge and bond entries, holding facility, release date and time, release authority or type, transfer destination, later custodian, and booking photograph. Request electronic copies and an estimate before costs exceed a chosen amount. If another office holds part of the record, ask Foard County to identify that custodian.
Under Government Code Chapter 552, the office must handle a request promptly. The usual ten-business-day rule is a response or ruling deadline, not a promise that all records arrive within ten days. An active case, confidentiality law, safety concern, expunction, or another exception may affect disclosure. No Foard-specific fee for this record package was found, so do not borrow a deed, vital-record, or another county's fee.

Pair Court and Exit Records
The court file survives after a current roster entry vanishes. Felony records generally route through the Foard District Clerk. County-level misdemeanor files route through the County Clerk, while fine-only cases may be in justice or municipal court. Paula Moore serves as both County Clerk and 46th District Clerk at 101 S. Main, Crowell, but the shared contact does not merge those record sets.
Ask by court and cause number for the docket, judgment, dismissal, bond or release order, sentence, and completion or discharge entry. Then compare the order with the receiving jail's exit timestamp. An order may authorize release before processing finishes. Conversely, the Foard record may close due to a transfer when no community release occurred.

Follow the Next Custodian
If the Sheriff reports a TDCJ transfer, use the TDCJ inmate search while the person is currently imprisoned. The search accepts a last name plus first initial, a seven-digit TDCJ number, or SID, with optional identifying filters. It does not keep a persistent released or discharged profile. After state release, use TDCJ information and public-record channels, state IVSS, the Wichita Falls District Parole Office when supervision applies, and the sentencing file.
A federal route requires system matching. The BOP locator can show a past release date and `RELEASED` for many sentenced federal prisoners, though another custodian or supervised release may follow. USMS has no comparable public pretrial locator, so use the federal court and holding facility. ICE ODLS handles current and some recent immigration custody. A handoff to any of these agencies is a transfer, not proof that the person entered the community.

Is Foard County Jail Open?
Commercial directories describe a “Foard County Jail” building and publish conflicting addresses or capacity claims. Those pages are not enough to establish a current operating jail. The strongest official evidence located is older TCJS reporting that gave Foard zero rated capacity and showed its detainees housed outside the county. The current Sheriff page does not resolve the name of the present receiving facility.
That conflict is useful local history, but it must remain qualified. An old building can remain in maps or copied directories after its detention role changes. A historic capacity figure can also outlive a contract. Neither proves where a named person was held or released in 2026. Sheriff confirmation controls the current holding answer.
For the same reason, no precise gate, visitation process, mail address, commissary rule, property pickup deadline, or transportation instruction can be assigned to Foard County detention. Once the Sheriff identifies the actual receiving jail, use that jail's official page and staff for those facts. The physical jail controls gate procedures and retained personal property; the Foard arresting agency may separately hold evidence or other items.
Foard Photos and Property
No official Foard booking-photo gallery, publication policy, property-return procedure, or release-gate instruction was found. Ask whether the Sheriff or receiving jail created the intake image. A narrow PIA request can seek the existing photo tied to the booking number, subject to active-case and confidentiality rules. For property, the released person should ask the physical holding jail what remained at discharge and ask the Foard arresting agency whether it kept anything. Do not rely on unsourced pickup hours, deadlines, authorization forms, or mail options. The current custodian's instructions control.
Can the Sheriff say only “released”? Ask a second question: released to whom or where? The answer separates a community exit from a transfer and identifies the next record source.
